As business entities adopt new rules about the nature, amount, timing and uncertainty of revenue from contracts with customers, the Governmental Accounting Standards Board is developing a comprehensive model for revenue and expense recognition for state and local governments. According to Warren Ruppel, a partner in the firm of Marks Paneth LLP as well as the author of Wiley’s GAAP for Governments, GASB wants to create a stronger accounting framework to address various types of transactions, including some for which there is currently no guidance.
